The U.S. Army Electronic Proving Ground (EPG) Counterdrug Office administers the Technology Transfer Program on behalf of the Office of National Drug Control Policy Counterdrug Technology Assessment Center (ONDCP/CTAC).

In 1998, the Technology Transfer Program was enacted by Congress for state and local law enforcement. This program provides, at no cost to agencies, equipment and training for counterdrug deployments and operations. All equipment is permanently transferred to each recipient agency and becomes the property of that organization.
